为什么选either呢，either不是两个中的一个吗，为什么不选neither

 I haven’t seen Tom yet today, and I haven’t seen Joe, ______.

  A. both             B.either                      C. too                          D. neither

either 的确表示“两个中的任何一个”，除此之外还有其他用法，比如作为副词 ( 用在否定句中 ) 表示也, 而且; 根本；作为连接词  (通常与or连用) 表示 - 或者
归纳一下：

 

1、either 作为代词 pron.    (两者之中) 任何一个 

I don't agree with either of you on these issues. 
在这些问题上,你们两个我都不同意。 
2、either 作为连接词 conj.  (通常与or连用) 意思为 - 或者
Either you or your father must see this young man today. 
你或是你的父亲今天必须见这位年轻人。 
She is coming either today or tomorrow. 
她不是今天就是明天来。 
3、either 作为副词 adv.   ( 用在否定句中 ) 也, 而且; 根本
If you don't go, I won't either.

所以 I haven't seen Tom yet today, and I haven't seen Joe_either_.

这里的“either”就和中文中“也”相同含义。我昨晚就没见过TOM，也没见过JOE
