setdown前面为什么不加to

不一定要 + to 的, 而英语实在可说是变化多面，最重要是懂得如何运用, 例如 :-

(1)

Having set down in his writing, we got a whole story.

= After he had set down in his writing, he got a whole story.

(2)

Being set down, we kept a complete record.

=  Because we were set down, we kept a complete record.

因此, to set down 的 to 不再是独霸武林了。

应为这是语法习惯

这是不定式用法。
