        这是现在进行时态, 主动语态提问句。

         Is the question being repeated [ by the teacher ] ?

         这也是现在进行时态, 己作为被动语态提问句。

明显的, Is [be] 疑问句后面不用 + ing, 而用了 being 再加分词 repeated。因为己是被动语态。
