what/how 后面可跟一个完整的从句（宾语从句），也可后跟不定式。

其区别在于：

what 要充当主语或宾语，要求后面的动词是及物的。。而 how 则只能作状语，要求后面的动词是不及物的。

例如：

Tell us what to do.

Tell us what we can do.

do 是及物动词。what 充当 do 的宾语。

Tell us how to go there.

Tell us how we can get there.

go 是不及物动词。how 作状语，表示方式。
